lindsay powell from our nbc station in sacramento shows us what the investigators found. >> reporter: pg&e smart meters have been under fire for more than a year. customers linking them to energy bills. >> i was overcharge three time. >> reporter: today an independent company released findings of a five-month evaluation of the smart meters. the structure group found that 100% of all the meters tested in the lab and in the field performed accurately and customer billing matched the results. however, the independent review identified gaps in pg&e's customer service. something that contributed to many of the high bill complaints. >> we heard loud and clear that what was found lacking was customer communication and customer service. we're making sure we continue to address these issues. >> reporter: but critic say customer service isn't pg&e's only problem. they believe the study was flawed, taking two small a sample. pg&e has install millions of smart meters. the study sample included 156 meters in the lab, 611 in the field, and a review of more than 1,300 high bill complaints. >> report
